Colorado School Districts Self Insurance Pool
Retired Executive Director
Cheryle Mangels is the retired Executive Director of the Colorado School Districts Self Insurance Pool (CSDSIP) in Denver, Colorado (1992-2011). In this capacity she served as the pool administrator and chief executive officer for a multi-line risk sharing pool providing property/casualty coverages and risk management services to 178 school districts and school related entities. The pool annual contribution volume was approximately $14,200,000.

She has a degree in Business Administration and has worked in the excess insurance and reinsurance markets. She has written and presented on topics such as Governmental Immunity and the Impact on School Districts, How, Why & When of Sexual Harassment, Lesson Learned from a Colorado School Tragedy, Policy Governance and Your Board, How To Conduct an Internal Investigation, Teacher’s Liability, Insurance 101 and Are You At Risk For Punitive Damages? She worked extensively with school boards on many governance issues such as how to use time effectively during meetings, setting goals for the Board and Superintendent, and understanding the impact a Board decision can make (everything isn’t covered by the Pool).

She served on the AGRIP (Association of Governmental Risk Pools) Board of Directors and held the position of President. Cheryle worked closely with other resources and helped pioneered the legislation passed in 2008 to develop a Colorado School Safety Resource Center and served on the Advisory Board.

Cheryle currently serves on the Advisory Board of the ILOVEUGUYS Foundation which was founded by the parents of the victim of a school shooting in Colorado in 2006. In addition she sits on the local YMCA Advisory Board and Law Center To Prevent Gun Violence (San Francisco).
